Impact evaluation of the school feeding program SISVANE

Abstract

In 2015, the National Institute of Student Welfare (INABIE) created the Information System for School Food and Nutrition Surveillance (SISVANE), under the framework of the School Food Program (PAE) and developed a pilot test in the province of Monte Plata. So far, the implementation of the SAP has not been accompanied by impact evaluations that document to what extent the policy improves the nutritional levels of the beneficiaries, and how these are related to the levels of academic performance by the students. In this work, means difference, multiple regressions and the matching method are used, and it is shown that the 3rd and 6th grade students of Schools benefited by the SISVANE perform significantly better in the Diagnostic Assessments than the students who are in Schools not benefited by the program. Although this positive relationship is encouraging, it does not constitute robust evidence in which its escalation can be supported, so it presents other aspects and recommendations to be taken into account for future evaluations of SISVANE, even more so in post-COVID-19 times, the ones that will have to be focused these times.
